The Challenge:
The challenge for Italian region Regione Friuli Venezia Giulia was to integrate cadastral data
into its local government geographic management systems to provide more accurate information
for taxes and urban planning.

Through its GIS partner Insiel, Intergraph developed a series of Web applications using Microsoft Visual Studio .NET – with GeoMedia WebMap as the GIS engine.
Tools were developed to import data from the cadastre agency into the local government databases, plus a suite of Web (Intranet) applications that would allow local government authorities to view, query, and report information, link to territory, and publish urban planning and other data over the Internet. A system was also developed to improve data flow and usability between the Web applications.
Cadastral data is stored in four Oracle database servers, centrally located and accessed by multiple local government users. Geo-data is stored in Oracle Spatial format inside the same servers, but in GeoMedia SmartStore format to achieve better performance.
On average, three or four departments inside every local government authority in the region use the system, with access exclusively via the Web.
Pilots were run in April 2006, involving ten authorities. Phase 2 will involve 40 local government authorities, eventually rising to 219 – the entire region – by the end of 2008.
