Challenge:
For several years, municipalities in Segeberg County, Germany, have focused on optimizing their internal administrative processes to increase public accessibility to survey data and improve customer satisfaction. As part of this process, Segeberg County made customer information and forms available to the public via the Web. However, many transactions still required a personal visit to the offices of the local administration.
To resolve this issue, the County of Segeberg sought a solution that would provide its citizens with a single point of access to all spatial information and administrative services. The county’s goal was to make disparate graphical and attribute data from internal and external sources available for interdepartmental information services (queries) and analysis under a single, intuitive Web-based interface.

After a comprehensive market analysis of various competitors, Segeberg County selected Intergraph (Deutschland) GmbH, in corporation with its partner BT-GIS, to implement a standards-based, OpenGIS-compliant interdepartmental communication platform, entitled the “Verwaltung-vol.net” project. Intergraph’s GeoMedia Web Map Professional serves as the base of the solution, with BT-GIS’s GISeye software and GeoDB (Geo-Database), designed to manage Germany’s Automated Real Estate Map (ALK), building on the GeoMedia foundation.
Verwaltung-vol.net houses most of the county’s geographical data on a geographical data server in an Oracle database. Raster data and geographical data in other formats reside in a file system. Via Intergraph’s GeoMedia WebMap Professional and the Web Map Server (WMS)-Adapter Kit, in compliance with Open Geospatial Consortium Inc. (OGC) specifications, users can access this data easily and quickly. The new solution also gives users the ability to conduct attribute queries.
Intergraph and BT-GIS merged various data formats and types – vector, raster, and object – and new and previously existing data into a comprehensive geographical data pool. GeoMedia's open architecture enables the integration of all data into a single interdepartmental database. Intergraph also ensures this data is secure. Security settings of the operating system control the access to the data residing in the file system and Oracle security settings monitor all access to the geographical data residing in the database.
Through Verwaltung-vol.net, the County of Segeberg now has a platform that combines many administrative services – including different hierarchical or local responsibility levels – into a single interface. The system manages all spatial data of the county – from data capture and integration, to maintenance, presentation and analysis of the data. Using data hubs for e-government applications, Segeberg County officials can now offer combined municipal service portfolios for the first time in Germany, enabling county citizens to make better and faster operational decisions.
