The Challenge:
Situated in the upper North Island of New Zealand, Manukau is the country’s third largest city. It possesses one of the country’s most ethnically diverse and fastest growing communities with a population of 290,000, and is spread over 55,200 hectares of land which range from largely rural to intensive industrial development.
For the Council, this poses the challenge of planning for the future and ensuring its present infrastructure meets the community’s needs and expectations.Addressing this challenge means effectively managing its ever growing volume of geographic and asset data while satisfying the demands of stakeholders.
The Council is no stranger to this concept. In fact, for the last ten years, Manukau City Council has been a leader in New Zealand in actively using GIS technology to capture spatial information. It was already providing limited deployment to its Customer Centre and Planners via an ArcInfo solution. But as the user community increased, it was becoming apparent that a robust, scalable, out-of-the-box solution was the optimal way to progress. At the same time, the emergence of IT factors such as interoperability, higher PC power, open GIS and high bandwidth provided an ideal environment for the Council to investigate a Web-based solution.
The Solution:
“An initial consultation with our internal stakeholders established some clear specifications about what we wanted,” said the Council’s Customer Information Manager, Abinesh Krishan. “We required an out-of-the-box solution, scalability to support increased usage and password protected security. After an evaluation of products offered by vendors, we decided that Intergraph’s WebPublisher was the solution most able to deliver these specifications which could not be developed in-house.”
