The INSPIRE Directive is a planned infrastructure for spatial information in the EU that standardizes collection, storage, and manipulation of geospatial data. Having this shared annex of information will make it easier for member states to seamlessly collaborate on policies involving extreme weather contingency planning, urban planning, cadastral planning, water management, flood control, and other infrastructure and environmental issues.
The Official Journal of the European Union published an explanation of the INSPIRE Directive in April 2007. Subsequent ongoing committee sessions and events with EU members have further defined key elements, including spatial data themes.
INSPIRE includes 34 themes within three prioritized Annexes. The first datasets for Annex 1 will act as building blocks for subsequent Annexes by including important spatial referencing systems, geographic names, addresses, transport networks, hydrography and land parcels. Initial availability for Annex 1 is expected in 2011.
With the range of data involved, the proposed infrastructure for spatial information will have a widespread affect on governments, enterprise, academia, and general public in EU member states.
